Proposed Car Park in Stanstead
In early 2023, the owner of land approach Sidorova Design with an idea to seek for the planning consultation. The Statements and drawings were prepared by to accompany the full planning application for the change of use of land for the creation of a car park to serve airport with associate office and works on land at Garrolds Farm, Broxted, Great Dunmow, Essex, CM6 2BN. The application site falls within the countryside some 1.5km to the north east of London Stansted Airport.
Full planning permission was sought for the change of use of this agricultural field for the creation of a car park with associated office. The car park would have provided an off-site parking for the airport. A total of 169 long stay car parking spaces and 12 short stay car parking spaces.
The office block is positioned at the entrance to the site.
Careful consideration has been given to the building’s scale. The design of the office building seeks to frame the development and appear as a high quality feature at the entrance to the parking area.
In summary, the proposal would involve the provision of a sustainable development that would be of a high quality scheme informed and influenced by its location and rural setting. Furthermore, sustaining the economy is a vital element of sustainable development, and the latter is about positive growth as referred to in the NPPF introduction. Progress has to be made for the betterment of the local economy and social community. Also, it would have convenient access to a sustainable modes of transport as well as local services. The site is therefore a suitable location for this new development, given its proximity the airport.
The site makes the more appropriate and efficient use of this rural site.
The design of the proposal and its associated landscaping scheme has been informed and influenced by its location and setting, ensuring that the development is sensitive to the character, form, layout, and scale of the surrounding rural area.
The proposal would be served by suitable access and parking arrangements to ensure that there is no impact on highway and pedestrian safety.
The facility has been designed to be functional and to accommodate the parking along with the office facility. However, the design approach adopted is consistent with the design of modern commercial buildings increasingly found within such settings. It is considered that the proposed building would not harm local distinctiveness. The facility has been designed to have the minimum of impact within the constraints of functionality and it will be finished to a high standard. The boundary will be landscaped to ensure that the development assimilates into its surroundings.
A contemporary pallet of external materials are proposed and the development will appear as a high quality addition within this rural setting.
